With their current budget of $1000 per issue they could only get 200 copies, with just isn’t enough. There is not much knowledge of the existence of a literary magazine on campus. This semester they have tried to include more art than they have in the past, as the Relevance no longer exists. The magazine has become much more official and the funding should keep up with the quality of the magazine. They are looking for $1500 per issue. Sweatervest is now the only literary magazine on campus. In terms of people rising to take control of Sweatervest, the magazine has a good reading board and a lot of people coming to join the magazine. The magazine is also looking to begin a website to spread interest about the magazine. The next step is for them to submit an actual request and the FC will take it into consideration. The interest and succession system will determine the future success of the magazine. We might also be able to justify increasing the funding for Sweatervest since they are taking up all the art from the Relevance that no longer exists. They submitted a request and are looking for $500 for the fall 2007 issue, and additional funding for printing of spring 2008 issue. Possible future discussion of tier system for publications. &lt;br /&gt;&lt;br /&gt;ISO&lt;br /&gt;Here to discuss their previous request for the DJ and dance party. ISO wants to start off the dance party to welcome the large amount of recent interest in the ISO. This would create a fun environment and allow the many international students to meet each other. The beauty of a dance party is that it is easy to organize. In the past a lot of people have showed up and it has been highly successful. The dance party would be held in Pearsons, using Cook commons sound equipment. ISO has a steady DJ as well.  &lt;br /&gt;&lt;br /&gt;Capoeria Club&lt;br /&gt;The Capoeria club was founded in 2001 and then died in 2003. In the last year the club has promoted itself as benefiting both mental and physical health. The club trains every Sunday, and as of the past semester they have a pretty young board to protect from the club dieing off again. Last semester the club did a piece for the AAA night of black culture. When a new club is started there is a rule of giving them $500 for the year. However, this is not a new club, but rather an old club that is being reactivated. As far as prioritization, the workshops and the performance, and then the equipment.    &lt;br /&gt;&lt;br /&gt;Japanese Club&lt;br /&gt;The amount of members has recently increased greatly, and the budget can no longer handle so much interest. They are requesting $540 for the shabu-shabu Lunch in Freeman dining hall. This would double as their welcome party for the Febs as well. The increase mainly comes from paying for the Middlebury dining service that must come to supervise the event. Aside from this the club is looking to hold a winter festival, which didn’t happen this year. Therefore, they are hoping to have a spring festival which is normally hosted at St. Michaels College. Moving the festival to Middlebury would bring not only the Middlebury club together, but the clubs from other colleges. The club has about $1320 left in their budget taking into account funding for the shabu-shabu lunch (but not $70 for shabu-shabu).   &lt;br /&gt;&lt;br /&gt;Mamajamas&lt;br /&gt;Mamajamas is looking for a loan. They’ve raised $3500 but still are about $1000 short. Currently they have $715 in their budget. They are hoping to acquire a short-term loan of about $900, which would be paid off once they have their product in completion. They would try and pay it back by September 15th, 2008. It would be selling CD’s over the summer. In order to provide the highest degree of safety and most enjoyable experience, the Free Heelers would like to provide formal training and skill development specifically targeted at those who wish to partake in the trip. There are 11 applications for the guided trips. This trip takes place in the White Mountains. There are currently three trips scheduled. This Guide Fee should be covered in their current available budget.  &lt;br /&gt;&lt;br /&gt;MiDDecisions&lt;br /&gt;This club should use their operating budget for all advertising. &lt;br /&gt;&lt;br /&gt;Astronomical &lt;br /&gt;This is a request for basically general supplies. Many of the events are determined by cloud coverage.&lt;br /&gt;&lt;br /&gt;SGA&lt;br /&gt;The SGA needs a tent to cover the band that is playing on Friday of Winter Carnival. This will keep the area heated to keep the instruments tuned and playing correctly. The administration decided this year that student drivers would no longer be allowed for trips beyond 300 miles. The Frisbee Team now needs addition funding.  Currently, between men’s and women’s teams they have around $11500 left in their budgets. The estimation of the costs of the trip are difficult to determine as the number of participants and the entrance fee are often not decided until closer to the time of the event. &lt;br /&gt; The best option: have a bus drive them down to Georgia and then rent buses in Georgia to transport teams throughout Georgia for the time the teams are down there. The teams are constantly staying and playing in different places. The bus will cost about $8159.32. Vans for the whole 8 days will cost $1400 (including underage fees, gas up to 1100 miles per van, insurance). If the bus was down there for the whole week it would cost much, much more. The total cost for transportation is about $9600. With the $4000 they have left in their budget, the teams need around $5600 dollars to make this trip happen.&lt;br /&gt; Traditionally the FC has cut costs half and half, forcing the team’s to fundraise. There is also the issue of time constraints as the trip is rapidly approaching. In the past transportation has cost around $1000, but with the new rule everything changes. In the past each member has had to pay around $150. The cost of the house that they usually rent has become more expensive, all in all around $3100 total. &lt;br /&gt; The FC is interested in having the Frisbee Team take out a loan for the year. Other athletic trips fundraise for their winter and spring break trips. The FC will probably try and stick with the “matching what you raise” policy. The FC will approve the request for $4000 and combined with the loan this trip will be able to get under way.    &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;College Republicans&lt;br /&gt; There was some confusion over how to go about dealing with recites and admission charges. Recites should just be brought to Tammy and it should be fine.  &lt;br /&gt;&lt;br /&gt;AAA&lt;br /&gt; AAA has two requests. One is for a lecture discussing Women and Jazz. This will combine both black history and women’s history month. The speaker/performer is coming to discuss the importance of women in jazz. FC is discussing having AAA split the cost of this with the Speaker Fund. The other request is for a one woman show about the life of Fannie Lou. This performer will be coming from Buffalo. This woman comes highly recommended by Marichal Gentry who is at Yale. This would require a huge portion of AAA’s budget. AAA has several large events that will hopefully occur before the end of the year, including the Fashion show and Comedy Jam (possible co-sponsorship). AAA would “probably” need to request more new money for the Comedy Jam event. AAA has allocated about $1300 for black history month. FC has split with MCAB Social in the past. FC is discussing having AAA charge for the event so new money might not be necessary. AAA should look for more co-sponsorship, which should be very doable.  &lt;br /&gt;&lt;br /&gt;Figure Skating Club&lt;br /&gt; The club is requesting money for the Winter Carnival Ice Show that no longer has a budget, and therefore the money will come from the club’s budget. The club must pay for spotlights, facilities, and the performer. Admission for the event is $5 at the door. Last year the club made $5000 just in profit. At the end of this year the club will ask for the Ice Show budget in their FY09 budget. Then they requested money for food and costumes for 2 different numbers. Chinese Club&lt;br /&gt;a. Came in front of the Committee a second time to ask for a $5801 Lunar New Year Celebration&lt;br /&gt;i. This celebration would include a Peking Opera performance and a leather puppet show&lt;br /&gt;1. Another student organization has spoken to pay for the afterparty&lt;br /&gt;b. This time, Chepan came to the committee with a decreased request, due to increased co-sponsorship from other Middlebury Departments and Student Organizations&lt;br /&gt;i. However, he still was asking for a considerable amount of money, thus the committee decided that since this is a specific audience and the club has only been in existence for 2 years, that we feel comfortable giving the club $1200 for this event.&lt;br /&gt;2. College Republicans&lt;br /&gt;a. As noted from last week, the College Republicans are trying to send a couple of their members to a conference in Washington DC. They spoke with Tim Spears (?) because Washington DC falls outside of the new 300 miles parameter&lt;br /&gt;i. We decided that we would fund as much money for air travel as we would for driving that distance (22 cents per mile)&lt;br /&gt;ii. We also approved $15 for metro rides once the members of the club are in Washington&lt;br /&gt;3. Lindy Hop&lt;br /&gt;a. A representative from this group came in front of the committee to clarify a previous request for $800&lt;br /&gt;i. The J-term show ($800 and previously approved) needs to be paid for in conjunction with the Spring show (also $800). So the club would like to request money for both of these shows simultaneously.&lt;br /&gt;4. Mchacka Mchacka&lt;br /&gt;a. A member of the club came to discuss the possibility for members of the group to drive to Manchester to teach the language of Swahili to elementary students&lt;br /&gt;i. The budget request had an inaccurate cent per mile calculation, which we mentioned to the representative.&lt;br /&gt;5. Men’s Rugby Club&lt;br /&gt;a. Requested $20,324 for their Spring Break Trip&lt;br /&gt;i. In the request, only a rough estimate of $10,000 was placed for a goal of fundraising&lt;br /&gt;1. The request was tabled until the committee receives a more accurate estimate of the money requested from their budget&lt;br /&gt;6. Sailing Club&lt;br /&gt;a. As noted in the fall, the Sailing Club used an internal system to pay for transportation costs to and from regattas, thus they requested the bulk amount for the spring ($900)&lt;br /&gt;b. The members walked us through their requests which were all within their budget&lt;br /&gt;c. The always wished to make note that due to a highly successful capital campaign, they plan to purchase new boats for the upcoming fall season.&lt;br /&gt;i. They received a donation of $30,000 atop their fundraising goal of $30,000 (which seems attainable) &lt;br /&gt;ii. They wanted to make note that the spending patterns for upcoming years will differ from the past due to this massive purchase.&lt;br /&gt;7. SGA&lt;br /&gt;a. The Winter Carnival sub-committee of SGA was formed when the administration pronounced that Winter Carnival in upcoming years would be reduced by a day. In an effort to increase student participation in the events on Friday (to hopefully change the decision of the Board members and the Administration), this committee would like funding from the Finance Committee to further their goals&lt;br /&gt;i. They have asked for an itemized budget consisting of an opening ceremony with fireworks, a Northern lights/winter Olympics, publicity, snow sculptures and other unforeseeable costs&lt;br /&gt;1. Chinese Club is requesting money to host a Lunar New Year Celebration followed by an opera workshop on the following day. The Celebration includes one Chinese shadow puppet performance, two opera performances and three pieces of Guzheng performance. They club is requesting $6,515 for this two day event. They are requesting food for both before and after the Friday evening show. They are requesting money for the honorarium for the Friday night show, the Saturday workshop, transportation and accommodations, reception (food for 120 people before/after show), refreshments (for the workshop), and publicity. The event is being co-sponsored by the Chinese Department and the Office of Institutional Diversity. Japanese Club and MASO may co-sponsor, and KoreaTown would throw the after party. The real question here is the money, as the Chinese Club has just over $900 left in their budget. The event will be held in the McCullough social space. We are concerned about the cost to interest ratio. We have denied the request. We see the cost of this event as seriously out of proportion to your current budget. We think the position of this club is more suited for a smaller event. An even at this cost should draw two or three students. We encourage the club to find another way to celebrate the Lunar New Year perhaps with a less expensive performer.    &lt;br /&gt;&lt;br /&gt;Environmental Quality&lt;br /&gt;2. The Environmental Quality Club is requesting money for the both catering (hot cocoa, food) and facilities (chairs podium). The concept of Get Outside Week is to spend as much time outside as possible. There will be a kickoff event, speaker, and closing ceremony. This yearly event will be held outside Atwater. We have chosen not to provide money for catering.   &lt;br /&gt;&lt;br /&gt;MALT&lt;br /&gt;3. MALT is requesting money for ground transportation and other costs associated with three alternative break trips over February break (1/30/08-2/10/08). All other expenses are paid through numerous MALT fund-raisers. In the request there is both ground transportation for both trips to the airport and ground transportation once at the site. They are requesting money for a one night hostel stay. The FC has a policy of not funding housing. Last year they were able to use the Mountain Club first-aid kits but this year the MC has changed its policies. Fundraising has been going well, as they have raised probably “$5,000.” 8 to 10 people usually go on each trip. They have expanded the size of trips this year because they have had so many applicants. The FC has approved $1800 for MALT for the year.   &lt;br /&gt;&lt;br /&gt;Korea Town&lt;br /&gt;4. During our event at J-house, someone broke the window. Wonnacott had to pay $41.50 for the damage and is asking the host to pay for it. FC has advised to take money from the discretionary fund. DJ payscales:&lt;br /&gt;a. Looking at other schools, Bowdoin pays their DJs $50/hr up to four hours, Williams pays them $650 dollars for big events and $350 for smaller events. &lt;br /&gt;b. Last week we talked about having two pay levels, one for an “ipod” DJ that would receive $90, and a more talented DJ for $150. &lt;br /&gt;c. We took a vote to see if we thought we should take some action to change the current pay scale, and four support changing it and three do not. &lt;br /&gt;d. Unless we were going to change the it so that we clearly define a “good” DJ who deserves a higher rate, we shouldn’t change the current system (Ryan). &lt;br /&gt;e. Most students get $7.75 for jobs, and DJs are already getting more for that. Tech people working in McCullough get $9. The majority here does not believe DJs do not merit a substantially pay scale. &lt;br /&gt;f. Taking another vote, we voted 4-3 to not make any change to the system. &lt;br /&gt;&lt;br /&gt;II. Mackey- Cycling club&lt;br /&gt;a. They have requested $508.01 for Mackey to go to the Cylcocross National Championship in Kansas City. They have not budgeted for this, so it would be in additional to their budget. &lt;br /&gt;b. There was a consensus to pay for registration ($37.60). In terms of paying for transportation, we are considering bike transport a part of his transportation cost, and our policy for transportation would be $.22/mile for 600 miles would cover $132. As such, we would grant a total of $169.60. &lt;br /&gt;&lt;br /&gt;III. Spencer- Fencing Club&lt;br /&gt;a. Finally got a budget approved at the end of last year. &lt;br /&gt;b. They currently have eight sets of equipment and estimate they would have 30 people at each practice. They would use their new budget to purchase five more sets of equipment ($100/each). &lt;br /&gt;c. Their goal is to create a club to introduce people to fencing, and in the future they would like to enter tournaments as students get better. Physical ed has a number of sets of equipment, but they are strictly reserved for PE classes and would not be available to them. &lt;br /&gt;d. We are granting them $500 for a full year, however we are prorating it to $314 because they only have Jterm and Spring term left. &lt;br /&gt;&lt;br /&gt;IV. FOO&lt;br /&gt;a. They presented their line by line budget for FOO, and before we issue a decision we need to hear from Derek about how the revenue from participant fees will be used and whether it has been accounted for in their budget proposal, so we are tabling it. &lt;br /&gt;&lt;br /&gt;V. MMC- WFR Course&lt;br /&gt;a. They want to provide an incentive to guides to get their WFR certification over campus. They would subsidize five participants with $200 to go towards the total cost of WFR ($465). &lt;br /&gt;b. They feel there is a strong need for this, particularly among certain groups as boating and climbing guides. &lt;br /&gt;c. Currently,   student DJs can only be paid up to $90, and bands will often   receive up to $250. Wants a two-tiered system based upon how much   the DJ does in terms of preparing for a party. For a party that   goes from 9-1 (four hours), a DJ will usually put in about eight   hours of work to get set up, run the party and clean up afterward. &lt;/span&gt;&lt;/span&gt;   &lt;/p&gt;   &lt;/li&gt;&lt;li&gt;&lt;p class="western" style="margin-bottom: 0in;"&gt;&lt;span style="font-family:Palatino Linotype,Palatino,serif;"&gt;&lt;span style="font-size:85%;"&gt;The   scale he is proposing a four-tiered system that assumes students   are renting sound equipment from commons. &lt;/span&gt;&lt;/span&gt;   &lt;/p&gt;   &lt;ol type="i"&gt;&lt;li&gt;&lt;p class="western" style="margin-bottom: 0in;"&gt;&lt;span style="font-family:Palatino Linotype,Palatino,serif;"&gt;&lt;span style="font-size:85%;"&gt;The    top level he considers DJs who have their own turntables and do    live scratching and mixing, and he believes they should receive    equal pay to student bands. &lt;/span&gt;&lt;/span&gt;    &lt;/p&gt;    &lt;/li&gt;&lt;li&gt;&lt;p class="western" style="margin-bottom: 0in;"&gt;&lt;span style="font-family:Palatino Linotype,Palatino,serif;"&gt;&lt;span style="font-size:85%;"&gt;The    second tier would be DJs who have a couple computers and do some    live mixing with a big crowd and big venue ($125). &lt;/span&gt;&lt;/span&gt;    &lt;/p&gt;    &lt;/li&gt;&lt;li&gt;&lt;p class="western" style="margin-bottom: 0in;"&gt;&lt;span style="font-family:Palatino Linotype,Palatino,serif;"&gt;&lt;span style="font-size:85%;"&gt;The    third tier ($100) would be someone with an ipod who just plays a    playlist during the night. One can expect some slow moments or    silence. There is no mixing or scratching. &lt;/span&gt;&lt;/span&gt;    &lt;/p&gt;    &lt;/li&gt;&lt;li&gt;&lt;p class="western" style="margin-bottom: 0in;"&gt;&lt;span style="font-family:Palatino Linotype,Palatino,serif;"&gt;&lt;span style="font-size:85%;"&gt;The    final tier is for a DJ who shows up with a couple of ipods and    presses play for a couple of playlists in a small to medium sized    venue. We will be posting our full meeting minutes here as well as special updates on precedents set as the year goes on. Our meeting minutes are important in that they provide the analysis and justification for our decisions, all of which are grounded in our &lt;a href="http://community.middlebury.edu/%7Esgafc/finance/guidelines.php"&gt;guidelines&lt;/a&gt;. At meetings we also set precedents much in the same way a court sets precedents and we will do our best inform you of those decisions which are our best guess at how we would look at similar requests in the future.&lt;/p&gt; &lt;p&gt;Please realize that the minutes and the precedents are only meant as guides for your information and to help you make better decisions about funding for your student organization.&lt;/p&gt; &lt;p&gt;We hope that this blog encourages students get involved in understanding the financial system for student organizations.
