Parking Task Force Report

PROBLEMS:

I. Growth in number of student vehicles

II. Reduction in student parking areas

A.
Center for the Arts (250 spaces reduced to 80)
B.
Geonomics (19 spaces to Geonomics only)
C.
C Lot (est. 15 spaces to fac/staff)

III. High rate of student parking tickets / illegal parking

A.
918 have received at least one ticket this year
B.
180 have received more than 12 tickets this year.
C.
60 fac/staff have received at least one ticket this year.
D.
Students parking in B Lot (Pearsons), Old Chapel Rd, etc. force fac/staff to park illegally.
E.
"Created Spaces" in A Lot, E Lot, N Lot, College St, Hillcrest, Feise, are a service and emergency vehicle hazard.
F.
Students parking on town roads and municipal lots
G.
Dangerous / unmaintained parking along Hillcrest Rd. currently only off- campus commuter parking area.

IV. Loss of faculty/staff parking areas

A.
Necessary reductions on College St.
B.
Desired reductions on Old Chapel Rd.

IV. Accounting for "lost" statistics

A.
95 off-campus vehicles
B.
Est. 112 unregistered vehicles
C.
College visitors to main campus

V. Requirement of a surplus of parking spaces

Seasonal fluctuations of vehicles must be accounted for
B.
Annual fluctuations in residence halls must be accounted for.

Construction / Rennovation will reduce available spaces.
D.
If we assign by dorms, we MUST be sure there are enough spaces.

PARKING RECOMMENDATIONS:

I. Improve Tracking System

A.
Link vehicle registration with core numbers.
B.
Free annual registration for all faculty/staff/students.

II. Provide Adequate Parking

A.
Add spaces in C Lot (Freeman) along road towards entrance, and designate the entire east side for student use. (already parking there anyway)
B.
Provide a parking area to the NE of Porter Field Road. (est. 80 spaces)
C.
Designate an additional 40 spaces in Center for the Arts lot for student use.
D.
Create additional parking in E Lot (Wright) by relocating tennis courts to field house area. (Est. 150 additional spaces)
D.
Convert Old Storrs Ave. to Fac/Staff to replace some of loss of spaces on 125 and release pressure on Old Chapel Road. (24 spaces)
E.
Additional pressure will be released by removing students from fac/staff areas.

III. Enforcement

A.
Hire an additional officer whose main responsibility is parking regulation.
B.
Restructure fee schedule to increase charge for multiple tickets.
C.
Impound vehicles with over 15 tickets, release contingent on approval fron Dean of Students.

IV. Education / Communication

A.
Announce any changes in parking system before students leave this spring.
B.
Continue to put explanations of violations on tickets.
C.
Provide a detailed parking regulations brochure to each person upon registration.

OPTION ONE - Task Force Recommends
V. Wait to assign parking according to lots until we are sure of our numbers.

A.
(Until we have built sufficient student parking.)
B.
(Until we have established annual registration and core number linked statistics.)
C.
Continue first year student parking, but only in CFA and Porter Field Rd.
D.
Provide an area for off-campus students to park.

OPTION TWO - Acceptable
V. Assign student parking lots according to Residence Halls.

A.
Distribute stickers at the time of arrival and registration.
B.
Color and letter coded.
C.
Room change and additional vehicles will be accomodated according to availability.
D.
(see attached "OPTION TWO" for possible alotment)

OPTION THREE - Acceptable
V. Assign student parking in broad categories.

A.
Organized same as OPTION TWO
B.
Off-Campus, Residence Hall Lots, Small House Lots, First Year Student.

OPTION FOUR - Not Recommended
V. Assign student parking through random number draw.

A.
Extremely difficult to organize before end of year.
B.
Could result in students drawing for non-existent vehicles "just in case."

OPTION TWO POSSIBLE PARKING ALOTMENT:

(Estimates for dorms based on this year's numbers)

A Lot - 200 spaces

C Lot (Freeman) - 44 to 56 spaces (depending on assignment of fac/staff and added spots)

D Lot (Coffrin) - 112

E Lot (Wright) - 139 (Plus 150 additional spaces = 289)

F Lot (Science Center) - 65 (official count) 49 (eye count)

Feise - 23

Longwell - 12 to 16

Small Houses - (sufficient parking)

CFA / Porter Field Road - 80 (or 200 with additional spaces)

Total Student Spaces 1026 (assuming additions)
Total est. Student Vehicles 914 (+ unregistered 112 = 1026)

This is still cutting things close. If we do assign lots, we should account for an overflow area in case we end up with more than we can handle.
