Type in 'YaWERTY KOI8-R' in the box under 'Menu Name:'.
Then choose 'Russia' from the pull-down menu under 'Icon:'. 
Finally select 'yawekoi8.wkb' from the pull-down menu under 'Keyboard
File:'. 
Click 'Save' button 
and click 'OK' on the window.
Then click 'Exit' button.
